Kleptocracy

Kleptocracy is different from plutocracy (rule by the richest) and oligarchy (rule by a small elite).  

In a kleptocracy, corrupt politicians enrich themselves secretly outside the rule of law, 

 through kickbacks, bribes, and special favors .
