"In 2012, President Obama approved the construction of the southern leg of the original Keystone XL pipeline proposal; it ran from Cushing, Okla. to Port Arthur, Texas.

 But in late 2015, he turned down TransCanada’s application to build a pipeline through Montana, South Dakota and Nebraska citing climate concerns and Nebraska’s ecological concerns.

The 3-2 commission decision comes just four days after a rupture in the existing Keystone pipeline also owned by TransCanada leaked an estimated 5,000 barrels of crude oil in a rural part of northeast South Dakota. "
